XJTU professor shares insights on Kazakhstan's reforms in exclusive interview

Professor Wang Hua, vice-dean of the School of Foreign Studies and deputy director of Center for Asia-Europe Studies at Xi'an Jiaotong University (XJTU), was invited by the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS) to give an exclusive interview to Kazinform News Agency on the latest reform developments in Kazakhstan.
During the interview, Wang conducted a systematic analysis on topics such as the significance, governance logic, and regional impact of Kazakhstan's current political reforms. He noted that this round of reforms reflects Kazakhstan's continuous efforts to improve its national governance system and enhance governance effectiveness. According to Wang, the reforms will help strengthen the coordination between institutional operations and policy implementation, providing a more solid institutional guarantee for the country's long-term, stable development.
Wang pointed out that the inclusion of development priorities such as education, science, technology, and innovation in the new draft constitution demonstrates Kazakhstan's strategic emphasis on high-quality development and structural upgrading, laying an institutional foundation for promoting economic transformation and sustainable development.
From an international perspective, the reforms indicate a trend toward aligning with prevailing global principles on institutional design and rights protection. By drawing on international experience while remaining grounded in national realities, these changes will help enhance institutional transparency and policy predictability.
In addition, the relevant institutional adjustments will further enhance the efficiency of legislation and governance, expand channels for public participation, strengthen social consensus, and create favorable conditions for the smooth operation of the national governance system.
Wang believes that elevating the strategic priority of human capital, education, and scientific and technological innovation to the constitutional level reflects a strong commitment to innovation-driven, high-quality development.
It will provide long-term institutional support for the modernization and digital transformation of the economic structure and create a more stable and predictable environment for scientific and technological cooperation and cross-border talent flows.
Regarding regional cooperation, Wang said that institutional renewal and an innovation-oriented approach will expand opportunities for cooperation between Kazakhstan and neighboring countries. The continuous optimization of the relevant institutional environment will provide more stable conditions for cross-border economic, trade, and scientific and technological cooperation, promoting the ongoing deepening and expansion of collaborative fields.
