Shao Jinyou‌, male, of the Han ethnic group, was born in March 1979. He holds a doctoral degree and is a professor. He is a member of the Communist Party of China.

He is responsible for work in science and technology, laboratory construction, confidentiality, and journal development.

He previously served as deputy dean of the School of Mechanical Engineering at Xi'an Jiaotong University (XJTU), deputy Party secretary and dean of XJTU's Frontier Institute of Science and Technology, executive deputy dean of XJTU's Institute of Science and Technology, and director of the State Industry-Education Integration Center for Medical Innovations.

In December 2025, he was appointed vice-president of XJTU. In January 2026, he was appointed as a member of the CPC XJTU Standing Committee.
