The school's aim is to serve national economic and social development, develop science and technology, address the country's major needs, improve people's health, and construct a learning society. It seeks to construct a special education system that provides lifelong education to all people using its faculty, technical advantages, and scientific and technological resources. To date, more than 500,000 practical talents of all types have been trained, and they have made a positive contribution to local economic and social development.
The school also provides online and offline non-degree education to Party and administrative personnel, business operation managers, and professional and technical staff through a series of high-level and high-impact courses. These include continuing education for public servants and professional and technical staff, courses on energy conservation, emission reductions and epidemic prevention and control, and training for ex-servicemen and discipline inspection personnel. The courses utilize the continuing education base of professional technicians at the national level; the national major training base of vocational education teachers; the Shaanxi provincial educational training base of discipline inspection and supervision personnel; and the Shaanxi provincial training base of ex-servicemen.
Since 2016, the school has carried out special training in science, technology and education using the IKCEST, UNESCO Silk Road Training Base. This has benefited approximately 15,000 students and government officials in 136 countries and regions involved in the Belt and Road Initiative.
At present, the school leads the country in continuing education.
